Oil refiners are reaping record profits today. Valero Energy one of the largest U.S. independent refiners, said Thursday that its net income in the second quarter reached $4.7 billion, nearly 29 times what it was a year earlier and well in excess of Wall Street expectations. Germany is set to impose a levy on all gas consumers from Oct. 1 aimed at helping suppliers struggling with soaring gas import prices, a draft law showed on Thursday. The levy is a boon for ailing importers, most notably Uniper, Germany's largest recipient of Russian gas, which received a state bail-out last week, and EnBW's gas division VNG, the second-biggest.
